According to MSN, after subtracting the $1.8 billion (€1.6 billion) earmarked funds from the IOC and the $7 billion (€6.9 billion) in revenue, a large cost remains, with a significant portion accounted for by the $42.9 billion (€38 billion) "28by2028 Metro Expansion project" approved in January 2018.
